This picture has been identified as the former Customs House at Wuchow which was later converted into the Party Committee Building. Given the huge amount of new, modern construction occurring in China there is concern that historical buildings not be destroyed. Several modern-day photographs of the building above can be seen here and I thank those providing the photographs so they might be viewed.)
